Prevention and Promotion (P&P) Systems
The P&P Systems Infrastructure is made up of various entities committed to collaboration, coordination, and results. Together these entities will develop innovative strategies and plans, and drive implementation to create positive outcomes for residents across Los Angeles County.

Prevention and Promotion Coordination & Implementation Team (PPCIT)
The Prevention and Promotion Coordination Implementation Team (PPCIT), located within the CEO’s Anti-Racism, Diversity, and Inclusion Initiative (CEO-ARDI), facilitates the coordination and collaboration among Countywide Prevention and Promotion entities and supports the endeavors of the PPSGC. Additionally, the PPCIT is charged with creating the following work products (Products):
Identifying opportunities for resource optimization and pursuing new funding sources,
- Developing a comprehensive contracting procurement plan,
- Establishing a centralized contracting mechanism to support a community-based prevention service delivery system,
- Developing User Journey Maps that depict client-experienced navigation of the targeted County systems, and
- Identifying challenges associated with data sharing, service navigation, and the establishment of a no-wrong-door model for the County.
Each of these work products develops tools and resources through a corresponding Work Group.
The PPCIT Work Groups
PPCIT Work Groups are made up of Los Angeles County employees from various member departments and Offices of the PPCIT with expertise or focus in the areas outlined below. The Workgroups report to the PPCIT but collaborate with and provide informational and technical support to the Coordinating Bodies and Departments as plans are developed and implemented.
The Work Groups are:
User Journey Mapping (UJM)
Assembled to support Consultant efforts to develop User Journey Maps and personas within the defined, domain-aligned populations and map client experiences when navigating County programs/systems.
- Data Plan
- Facilitate the production of relevant cross-department data
- Produce a data plan for service delivery across departments
- Develop universal data sharing client authorizations/data sharing agreements
Legal, Policy, and Regulatory Analyses
This Workgroup assesses legal, policy, and legislative barriers to plan and implementation efforts, and works to develop solutions.
- This Workgroup also provides research, technical support, and analysis for adapting existing contracts to Prevention-focused work
- Developing a comprehensive Contracting and Procurement Plan
- Establishing a centralized contracting mechanism to support a community-based prevention service delivery system
Funding Assessments
This Workgroup provides research, technical support, and analysis for blending and braiding funding and pursuing new funding sources to support Prevention-focused work.
The Coordinating Bodies
The Coordinating Bodies are tasked with working in collaboration with the PPSGC to develop strategic plans and directions for the development of programs and services within the specific domains and areas of focus. The Coordinating Bodies include representatives from various departments, subject matter experts, and external partners. They have formed voluntarily and organically, some without direct authority to provide research, expertise, guidance, and policy and program direction within their areas of focus. The Coordinating Bodies are partnered with the Governing Committee (and PPCIT by extension) on Plan Development.
They are:

Community Pathways 2.0
Child Welfare & Family Well-Being: Families with Young Children: Ages 0-5
Community Pathways 2.0 is focused on promoting holistic child, youth, and family well-being and thriving through:
- Elevating and Empowering the Child, Youth, and Family Well-Being Issue Area
- Strengthening Community Capacity
- Centering Equity and Racial Justice
- Facilitating Countywide Strategic and Functional Alignment to Achieve Maximum Collective Impact
Established in 2019 in response to the federal Family First Prevention Services Act (FFPSA)/ state Family First Prevention Services Program (FFPS). Community Pathways 2.0 builds on the system of services and supports already in place in communities across Los Angeles County. The Community Pathway Work Group set out to pilot new ideas in partnership with trusted CBOs, local institutions, and community leaders.

Transition Age Youth (TAY) Table
Behavioral Health: Youth and Young Adults: Ages 11-26
The Transition Age Youth (TAY) Table serves as the County’s coordinating body for efforts to prevent youth and young adult disconnection. It brings together departmental leaders and subject matter experts who serve systems-involved and opportunity youth between the ages of 16 and 26.
The TAY Table is focused on:
1. Education/vocation: High School (HS) & post-secondary attainment
2. Workforce: Pathways to high-quality living wage career
3. Wraparound Supports: Housing, concrete needs, mental health, health, mentoring, financial literacy, etc.

One Roof 2.0
Homelessness & Housing: County Systems-Impacted Transitional Aged Youth: Ages 18-26
Serve as the County’s CB for Countywide efforts to prevent/address homelessness among DCFS- and Probation-impacted youth. One Roof 2.0 reimagines two existing housing-focused bodies: the TAY Housing Action Team and One Roof.
Their role is to:
Facilitate cross-sector alignment, coordination, planning, innovation, implementation, and continuous quality improvement of efforts to promote housing stability for systems impacted youth and young adults.
Regional Coordinating Council (RCC)
Homelessness & Housing: Older Adults: Ages 60+
Established to strengthen the state’s No Wrong Door access systems and foster collaboration between local and state public health departments, community organizations, and service providers to improve the lives of older adults and individuals with disabilities across the region.
Their role is to:
1. Develop strategies for a projected plan for Older Adults.
2. Underway: establishing a PPSGC co-led Prevention Subcommittee

LA County Departments
Upon the PPSGC's approval of the Program Plans, the departments will organize their collaborative approach and implement programming. The LA County Departments deliver services, pilot prevention strategies, integrate prevention into their daily operations, and provide updates and funding data to the PPSGC and PPCIT.
